Had I seen this thread first, the solution would have merely been. With respect, your initial post could just as easily be described as over-complicated and including needless details. As I've said, LotRO just depends upon some missing extensions that aren't included in Windows 10 because DirectX extensions as a technology were deprecated a while back. That doesn't sound like a vestigial/non-operable DirectX 9 to me.

Also just updated the GeForce drivers about 10mins ago. I have changed the preferences.ini, and I have noticed when I click in launcher options and reinstall for Direct X nothing happens. If I detect optimal settings or manually change resolutions I get the same error described by the OP. The game has worked in the past (many OS iterations ago), but now with Windows 10 installed last week and hi res Lotro installed a few days ago, the game logs in but with black bands on either side. I have the same problem, but I am using a 21-inch 2012 iMac with Bootcamp.
